COVID-19 PANDEMIC SAFETY & MITIGATION PLAN


  1. PURPOSE

    The CRM COVID-19 PANDEMIC SAFETY & MITIGATION PLAN is developed as a guide for Celebration and Rainbow Manor Ltd. to facilitate the continuation of essential services and/or functions during the COVID-19 pandemic from November 2020 onwards.

  3. RESPONSIBILITIES

    1. All CRM Employees:
      • Have a good understanding of the coronavirus including information updates (See Staff Training Module).
      • Follow all CRM Programs/Services Specific Plans.
      • Abide by CRM's Active Screening procedures including Policy # 29A (Employee Sick Leave Policy).
      • Practice Enhanced Universal Precaution (EUP) measures.
      • Follow Personal Protective Equipment (PPE) procedure.
      • Conduct cleaning and disinfection of the workplace on a regular basis.
      • Contact immediate superior or the Head Office if COVID-19 is suspected in the Facilities/Houses.
      • Report to your immediate superior or the Head Office if COVID-19 is suspected or confirmed in the family/home or in the workplace of any member of the family.
      • Prepare in advance for personal life adjustment in the event of an outbreak at CRM, in your family or in the community.
    2. Activity Coordinators, HSC, Supervisors, Team Leaders:
      • Ensure all staff follow the Program Specific Plans.
      • Ensure that all staff have reviewed the COVID-19 PANDEMIC Staff Training module.
      • Conduct PPE and other training based on staff TNA (Training Need Analysis) required.
      • Coordinate with the Head Office to ensure that there is adequate supply of PPE and cleaning/disinfection materials in the facility/house they are in charge.
      • Provide continues medical care for CRM people served (coordinating medical appointments, laboratory visits, etc.).
      • Communicate regularly with the Director of Care or Nursing Supervisor for matters of importance relative to person served care and Personal Support Plan review and outcomes.
    3. Facility Managers - FHA Licensed Houses:
      • Ensure readiness of the two FHA licensed facilities (Celebration Manor, Rainbow Manor) for Licensing Officer, Food Protection Officer and Surrey Fire Marshall visit.
      • Ensure that staff adhere to the Community Care and Assisted Living Act Residential Care Regulation.
      • Ensure that all COVID-19 transmission prevention and control procedures are followed and adhered to.
      • In the event of an outbreak, follow the CRM Plan and apply in the licensed and all non licensed CRM facilities.
    4. Co-CEOs:
      • Ensure that all CRM employees comply with the COVID-19 PANDEMIC MITIGATION PLAN (November Update).
      • Provide updates of new information or orders coming from Health (PHO, FHA Licensing), WorkSafe BC and CLBC to all CRM employees.
      • Ensure compliance of orders and regulations from CLBC and regulators.
  4. STAFFING

    CRM's staffed residential and community inclusion (Community Based, Home Based) programs are considered essential services. Goal is safe continuity of care.

    Critical Staffing Level

    CRM have an OUTBREAK PLAN in place. Staffing during and outbreak will be based on the plan.

  5. STAFF TRAINING

    Comprehensive staff training module is in facilities.

  6. PERSONAL PROTECTIVE EQUIPMENT

    Comprehensive PPE training module is in facilities.

  8. VISITOR POLICY

    Parents/Family/Guardian/Representatives

    • CRM will endeavor to accommodate visits. However due to the current surge in COVID-19 cases, visits will be based on factors such as urgency, necessity, etc. Parents, families, guardians, and representatives are encouraged to call the Co-CEOs to discuss essential visiting.
    • All CRM facilities have access to tablets and internet connectivity so "virtual visits" can be possible anytime of the day, 7 days a week. Staff are trained to assist in this type of visit.

     

    Medical Visits (including Fraser Health Licensing, Food Protection)

    • Visits will be allowed.

     

    Monitoring Visits (CLBC, WorkSafe BC, Surrey Fire)

    • Visits will be allowed.

     

    Emergency House Repair and/or Maintenance

    • Emergency house repair and/or maintenance (e.g. plumbing, heating) are necessary to ensure a safe and comfortable residence for people served and staff during the pandemic. Strictly enforce physical distancing. People served and staff must stay away from the work area. Clean and disinfect the work area when repair work is finished, and the visitors have left the facility/house.
    • A management member is assigned to coordinate repairs and maintenance.

     

    Product Deliveries

    • Essential deliveries are allowed. Strictly observe Physical distancing will be strictly observed. All deliveries are to be disinfected, if applicable, in the garage area prior to storage or use.
    • Important Notice regarding Visitor Policy:

       

      Visitors must know the entry requirement (WorkSafe BC poster), fill in a Health Check Declaration, Screening and Temperature check form and follow standard universal precautions (hand hygiene, etc.). Mask (PPE) is mandatory. Temperature checking will be done at the entrance door, during and after the visit. Please call the office if issues or concerns are encountered in enforcing prevention and control procedure/s.

  9. VEHICLE SAFETY GUIDELINES

    • Pre-screen (active screening) all people going to ride in the vehicle (people served, staff, visitor/s where allowed).
    • Staff and people served (who can) must wear masks (other PPE as applicable). Make sure there is sufficient supply of masks during the trip.
    • Observe social/physical distancing but be sure all people served are safe.
    • Follow Enhanced Universal Precaution (EUP) - use alcohol-based hand rub (ABHR) to disinfect hands.
    • Clean and sanitize vehicle immediately after use. Focus on frequently touched areas such as door handles (interior, exterior), windows, control buttons/switches (power or manual), arm rests, seat belt buckles, etc.

    CRM have policies and procedures pertaining to transportation safety and roadside emergency assistance.

Risk Consideration # 1: Transmission is most probable through staff and visitors to the facilities/houses.

Risk Mitigation:

  1. Staff:

    • Active screening (Health Check Declaration, Screening, and temperature check).
    • Stay home when sick or ill (CRM Sick Leave policy).
    • Staff must call a health provider or call 811 if COVID-19 (or non-Covid-19) symptoms are present.
    • Pass thru disinfection Area before entry to facilities.
    • Change to fresh cloths and thoroughly wash hands before starting work.
    • Strictly follow Enhanced Universal Precautions (EUP):
      • Frequent hand washing using soap and water for at least 20 seconds.
      • Use Alcohol Based Hand Rub (ABHR) if a sink is not available.
      • Practise the four moments of hand hygiene:
        • Before initial contact with person served or person served's environment.
        • Before any aseptic procedure.
        • After body fluid exposure.
        • After person-served or person served's environment contact.
      • Do not touch face, nose, and mouth with unwashed hands.
      • Follow/observe respiratory etiquette on sneezing and coughing.
    • Observe social/physical distancing except when doing feeding or rendering personal care. Converge in groups of 6 people only - no exception.
    • Use Personal Protective Equipment (mask, gloves, goggles, gowns) following proper donning and doffing techniques.
    • Staff movement between facilities will be limited or closely monitored.

  3. Person-served:

    • Perform daily head-to-toe assessment and temperature monitoring. Watch out for signs and symptoms of illness and seek medical attention accordingly.
    • Assist people served with frequent and regular hand hygiene.
    • If possible, have the person served wear mask or face shield especially when going out in the community.
    • Limit appointments to essential causes or urgent need. Do not arrive too early to avoid waiting for a long duration and getting exposed to other people in the venue.


Risk Consideration # 2: Workplace Safety

Risk Mitigation:

  • People served with their staff converge in small groups (6 person served and staff or less) observing social/physical distancing always.
  • Cleaning and disinfection of facilities/houses/vehicles 2 x a day specially the most touched areas (e.g. doorknobs, light switches, faucets, kitchen counter etc.).
  • Signage for EUP, S/PD, traffic direction is in place.


Risk Consideration # 3: Staffing

Risk Mitigation:

  • See Risk Consideration #1 and its Risk Mitigation procedures.
  • Identify staff with higher risk probability to acquire COVID-19 (also non-COVID) e.g. over 50 years of age, with underlying condition. Assign these staff to lesser fragile people served.
  • Continue COVID-19 Training and education.
  • Continue cleaning and disinfection of facilities and vehicles.


Risk Consideration # 4: Service Delivery/Outcomes

Risk Mitigation:

  • People served are supported by their key workers throughout the pandemic.
  • People served are supported by their key workers when going for medical appointments.
  • Scheduling will be adjusted as required.
  • Day activities will be scheduled outside facilities, weather permitting e.g. in the facility/house backyard where ventilation is better.

Risk Consideration # 1: Transmission is most probable through staff and visitors to Jacob's Community Centre and to the facilities/houses.

Risk Mitigation:

  1. Staff:

    • Active screening (Health Check Declaration, Screening, and temperature check).
    • Stay home when sick or ill (CRM Sick Leave policy).
    • Staff must call a health provider or call 811 if COVID-19 (or non-Covid-19) symptoms are present.
    • Pass thru disinfection Area before entry to facilities.
    • Change to fresh cloths and thoroughly wash hands before starting work.
    • Strictly follow Enhanced Universal Precautions (EUP):

Risk Consideration # 2: Transmission risk when out in the community for inclusion activities.

Risk Mitigation:

  • People served categorized as those still in Stage 1 level of activities (CLBC Guidance document) will not visit the community. Exception is when the activity is scenic drives where staff and people served do not get out of the vehicle during the trip.
  • Cancel the following pre-COVID-19 activities until it is safe to do so:
    • Volunteering (Meals on Wheels, Library Book Delivery, Bottle Drive for the benefit of the Surrey Food Bank)
    • Swimming
    • Recreational (Library, gym)
    • Surrey Public Library Readability
    • Music entertainment
    • Music Therapy
    • Participation in special events e.g. CCD Run, Walk and Roll for our Kids, Christmas events, etc.
  • Staffing ratio will be continuously reviewed and modified where and when applicable, at JCC and when out in the community.
  • Limit groups to maximum of 6 people when doing community inclusion to ensure that social/physical distancing is properly observed - in the community and in the vehicles.
  • Schedule community activities where less social contact (number and intensity) can be achieved e.g. parks, beachfront, neighbourhood walk - where there is a smaller number of people around.
  • Scenic drives can be scheduled as long as staff and people served do not get out of the vehicle during the trip, social/physical distancing is observed (which will dictate the number of people per scenic drive schedule), PPE e.g. masks is mandatory and must be worn by those who can, and cleaning and disinfecting the vehicle will be done after each use.
  • Consider in-house activities such as virtual socializing, crafts, life skills, personal projects, boardgames, etc. in lieu of community visits.


Risk Consideration # 3: Transmission risk when people served participants take a public transportation (HandyDart, taxi) to attend the Day Program at Jacob's Community Centre.

Risk Mitigation:

  • Where capacity allows, CRM will pick up and bring home participants attending the day program at JCC.
  • When capacity is limited, the Activity Coordinator will discuss with parents how CRM will help with transportation.
    • Parents must find a suitable transport for participants but not using a public transportation system (e.g. HandyDart) as the risk of acquiring COVID-19 is higher.
    • Inform parents to communicate with HandyDart regularly so their family member/s does not lose their riding privilege.
    • CRM to regularly check HandyDart website for updates.


Risk Consideration # 4: Workplace Safety

Risk Mitigation:

  • JCCB - limit JCCB participant attendance to what can be accommodated to safely maintain social/physical distancing of 2 meters (WorkSafe BC).
    • JCC's square footage can handle a maximum of eight (8) people served plus seven (7) staff and a Supervisor/Activity Coordinator at any given time properly following the recommended distance.
    • JCHB - limit group participants to 6 people served and staff. Activities can be done where social/physical distancing can be complied with e.g. outside the house whether permitting, Lanai, living, dining area, nearest park (consider allergens), etc.
  • Clean and disinfect facilities daily and vehicles every after each use or as needed.
  • Assign staff to do daily cleaning and disinfection specially to most touched areas (e.g. doorknobs, light switches, faucets, kitchen counter etc.).
  • Signage for EUP, S/PD, traffic directions are in place.


Risk Consideration # 5: Staffing

Risk Consideration # 3: HS Staffing

Risk Mitigation:

  • See Risk Consideration #1, Staff, and its Risk Mitigation procedures.
  • Staff adhere to updated PHO orders.
  • Identify staff with higher risk probability to acquire COVID-19 (also non-COVID) e.g. over 50 years of age, with underlying condition.
  • Encourage home share providers and care staff to take trainings and continuing education on COVID-19 and related topics.


Risk Consideration # 4: Service Delivery/Outcomes

Risk Mitigation:

  • People served are supported throughout the pandemic.
  • People served will be with their HSP/regular staff when going for medical appointments.
  • Day activities will be done outside the home, weather permitting e.g. in the house backyard where ventilation is better.
  • If relief staffing is needed, HSP must ensure that staff is trained in all aspects of COVID-19 management.

  3. Person-served visiting the office

    • Perform temperature monitoring. Watch out for signs and symptoms of illness and refer to staff where person serve resides.
    • Assist with hand hygiene.
    • If possible, have the person served wear PPE (mask) when in the office.
    • Limit people served and staff visits to the office to prevent cross transmission. If visit is necessary, limit the time to 15 minutes.


Risk Consideration # 2: Workplace Safety

Risk Mitigation:

  • Office staff converge in small groups (6 staff or less).
  • Clean and disinfect the CRM office at least 2 x a day specially the most touched areas (e.g. doorknobs, light switches, faucets, kitchen counter etc.).
  • Work from home when feasible.
  • Signage for EUP, S/PD, traffic direction is in place, as applicable.


Risk Consideration # 3: Office Staffing

Risk Mitigation:

  • See Risk Consideration #1 and its Risk Mitigation procedures.
  • Identify staff with higher risk probability to acquire COVID-19 (also non-COVID) e.g. over 50 years of age, with underlying condition.
  • Office staff participate in COVID-19 Training/Continuing Education.
